typically, a yellow is -supposed- to last one second for every 10MPH of the
speed limit.  So a 35MPH zone -should- have a 3.5second yellow light, +/-.

But it needs to vary depending on the speed limit.

It would be silly to have a 8 sec yellow in a 20 mph (30 km/h) zone -
but anything less is too short for a 60 mph (100 km/h) zone.

Somewhere (maybe another country?) I saw a countdown timer with the
traffic light. I don't remember if it was counting the red, yellow or
the green.
