The purpose of road fuel taxes is to fund roads and transit systems. As long as you don't use the roads - you shouldn't have to pay road fuel taxes (and as far as I can tell - it's NOT required).

When you make your own fuel, you still need to pay to use the roads! If you don't pay for the roads - WHO SHOULD pay for them?
