In most states, road taxes do not supply sufficient moniey for maintenance, let alone construction. FEDERAL highway/fuel taxes are used for construction only, with the famous 90/10 split federal/state money. The result is a vast interstate system in very poor repair.

To properly maintain roads, and build decent ones instead of the crap we get usually, would take a couple dollars a gallon - rail is MUCH cheaper and you don't have to drive the train....
