That is what's boggling me. Engine RPM has no affect. Tires are
marginal, but not suspect. I can't simulate it with the throttle. It
will not do it when letting off the gas. The vibration is most
noticeable from ~40 down to ~10 MPH, but only when coasting in
neutral.

If this is so you ought to be able to tease it with the throttle
to get it back even when not in N.
