What's secure about Paypal? The fellow claims you never delivered the car to him, and Paypal freezes your account, and hits your credit card or bank account for the amount of the dispute if the funds aren't in your paypal account. I'd be very leery of using a bank that claims it doesn't have to obey banking regs to process a major transaction like a car sale. These days, I'd want either cash or a cashier's check drawn on a bank with a local branch. Meet him at the bank, and cash the check on the spot. If cash, get yourself one of those test pens and draw a line on each bill.
