I've watched in several clueless Walmarts and they tighten to a rattle with the 
air gun, lower the car to the ground, and then "check" with the torque wrench.  
One time while waiting in line, I wanted to yell at the tech for having no clue 
how to use a torque wrench, but it wasn't my car....that's when I told the lead 
tech that I'd bring the single tire I wanted mounted to him.  He bumped me 
ahead of 5 people and had my tire mounted and balanced in 5 min.  Ugh, I ALWAYS 
loosen and retorque after having my Walmart Goodyears rotated/balanced.
