The problem is that the initial over-tightening causes the bolt to bend, binding the spherical surface tighter than you can release by turning the bolt. I've seen them wobble like you wouldn't believe from a front wheel, where you can remove the hub.
It won't let go until you relieve the pressure on the seating surface -- then the bolt will simply unscrew.
