Check the stop lamp bulbs first, replace if old (tungsten on the bulb insides). The CC grounds via the stop lamp bulbs, so it disengages when there is 12 V on the filaments (while stopping). A bad filament or too much resistance (thin filament) can keep the CC from working.
However, if it drops of occasionally, but comes back when re-engaged or by itself, the usual culprit is a bad amplifier -- the solder cracks and the servo doesn't get engaged. Good idea to have someone check out the servo before replacing the amplifier, though -- a bad servo will promptly eat a new $450 amplifier! If the operating lever is floppy, you need a new switch, too.
