Whacking it with a good quality Phillips screwdriver and hammer (or a cut off piece of allen wrench) after putting WD-40 and Rust Eater (from Autozone) on it and letting it set for fifteen minutes usually works for me. When it doesn't, I tap around the outer edge of the bolt with a sharp punch and hammer in a counter-clockwise direction. This bungs up the bolt but it usually gets it out. Last resorts would be heating or drilling.
