The cigar hose is designed to dampen the fuel pressure surges from  
the lift pump and smooth the flow of fuel back to the tank.  It also  
keeps the steel line from drumming on the frame and driving you nuts.

The "whole assembly" of the hand pump simply screws on.  I suspect  
you are missing the copper seal, or it didn't seat properly when  
installed.  What's not to like about a pump that works when you need  
it and doesn't dump fuel oil all over you (and leak, usually  
instantly) when you unscrew it?  Besides, you will have to install a  
used one, only the improved type (sealed with o-rings instead of a  
leather piston seal) is available new.

Take it off (a crow-foot works best, at least on the W115 chassis,  
you may have more room) and replace the copper seal before tossing  
the pump.  The "thumb" pumps rarely leak.
