Nobody is doing this for GSoC as far as I know. (Did you ask the same thing on my blog? Sorry, I meant to respond to you there.) As far as beefing up g3dvl for this I started doing things to at least make it feasible to implement VDPAU and other APIs in a clean way, and I still hack away at it whenever I get a bit of time (hopefully more time now that a few of my other obligations have wrapped up).
