The discussion before the assembly meeting is something that may encourage people to register as members in order to cast their vote. We do not want to prevent friends from taking part in those discussions. Assembly must be manually managed, because it should only be populated by members. Hence, people cannot (un)subscribe by themselves. The method of discussing things on assembly@ was tried at the early days of the NPO, but failed, mainly because of this reason (for example, people who changed their mail address had to wait for months till the address in assembly@ changed). So there cannot be a members-only mailing list where only members are allowed to post. But what we can have is a mailing list intended for people who take an interest in things that interest members. The fact that not many people bother to subscibe to meta does not mean they are not interested in the NPO's management, only that they prefer to view the final proposal rather than witness such arguments as this one.
