It is all a matter of enforcement - and they aren't enforcing it in every case (probably none of them, but the potential is there). As it is now, they can't keep the border sealed, so I doubt most feds in those districts care because they have bigger worries. They can't keep people from dumping trash and abandoning vehicles. So what is the harm of digging a few meteorites (especially when most enthusiasts are eager to help in the progress of meteoritics)?
