*October 17th, 2010 * The National Human Rights Commission (NHRC) has sought a report from Delhi government on a complaint alleging that five mentally challenged inmates of a government observatory were "brutally" beaten up by a caretaker in the capital last month.
Issuing a notice to Delhi chief secretary, the commission asked him to submit a report about the alleged incident "within four weeks" from the date of the receipt of the notice. A caretaker at Asha Kiran allegedly beat up five mentally challenged inmates at the government observatory home on August 26 and the condition of three of the inmates was stated to be serious. A complaint in this regard was filed by a rights activist and lawyer Radhakanta Tripathy on August 31. The Commission took cognisance of the case on October 1 and issued notice to Delhi chief secretary in this connection same day. "Issue notice to Delhi chief secretary calling for a report within four weeks... in default the commission may proceed to take such action as it deems proper," the commission said in its notice to the Delhi chief secretary. In his complaint, Tripathy pleaded the commission to investigate the case and take immediate step to ensure that human rights of the Asha Kiran inmates are protected from the "inhuman activities" of the authorities at the observatory home. The complainant alleged in his petition that the observatory home has been in news for a "spate of deaths".
