I wouldn't call it a major objective, though it's been true for a while.

Basically the solution for older hardware is xfce4. It's a little bit like old gnome, doesn't have any effects that would require 3D. That's what I install on all my servers that are going to be basically accessed over NX.

I personally like Unity a lot on my laptop, but it works pretty poorly for a remote desktop environment.
