To further clarify this lets look at Wikipedia

"Metal standoffs provide an electrical ground connection between the
motherboard and case, while plastic standoffs do not."

So the metal screws will act as a ground but are not necessary since many
PCs also use only plastic standoffs.  Also what is the chassis grounded to
when you have rubber feet on a PC?  It needs the ground on the powersupply.
