Many proxy servers do the DNS lookup, because by definition the proxy
server is supposed to separate the internal network from the external
network, and www.netscape.com isn't defined in the Internal DNS.
Therefore, if DNS is not configured properly on the proxy server to use a
DNS that has entries for the Internet, he won't browse very far!
Turning off the proxy should help isolate the problem, but only if the
system behind the proxy points to a DNS on the other side of the proxy, or
the DNS on the local network side of the proxy contains the entries of
interest.
