I received this info from my ISP today:

Please note that there is currently a technical problem that is
resulting in poor network performance for customers at this time.
Staff have yet to conclusively identify the problem, however at this
juncture it almost certainly appears to be a routing problem in
London that is affecting all LINX peers (all major UK telco and
Internet carriers). Consequently both of our networks--IoM and
London--are affected as are the majority of UK ISPs at this time.
The problem is outside of Enterprise's core network, and there is
no current estimated time to fix.

This gives me the impression that the whole of the Internet in the UK is
going through one router at some point - or even though one cable. Which
doesn't seem likely.
Which leads to the question:
Is there a site that shows how all these telco connections actually
work? Is there a map of the Internet in the UK anywhere? I know a large
proportion of sites are hosted on computers in a building in Docklands.
How does BT connect to the other telcos? What is a LINX peer?
Any information would be welcome.
