Does your MODEM work otherwise?
I had a Supra MODEM which didn't recognise many of the Australian dial
tones (it couldn't tell when the other side's bell was ringing, but did
detect busy tone, for example). Some MODEMs don't like un-American dial
tones, it seems.
I had to set mine to blind dialling (putting the X1 AT command, in my
initialisation string), else the MODEM would usually hang up just at the
moment the other end picked up the line. That was extremely
frustrating, listening to, it ringing, then click, clunk.

NComm (free, small, fairly well featured, and not a nightmare to
configure).
Term (free, big, well featured, best suited to those who don't mind
fiddling).
Both are on Aminet, and have been on several magazine cover disks, in
the past.
