It never gets that far. I get this message as soon as the resetting modem
requester pops up. So it never even attempts to dial.

No. If I press ok to get rid of the requester Miami appears to try and
initialize the modem and then another requester comes and says someting
like Miami is unable to create link. Here too it never gets to the point of
dialing.
