Basically one more means to keep people from 'killing' your computer when online.
There are various tools/utilities out there (getting easier to obtain all the time,
thus likely in less-trustworthy hands as a result) that can PING (or send lots of
packets your way in a variety of less than desirable means) to effectively either slow
your use of the Internet to snail speed or all but force you to shut down. That
setting provides an algorithm to Miami to help prevent such activity. Probably more
important if you were running a webserver on your computer than just surfing/usual
activity, as when running a server you WANT people to come to you, and some of them
aren't nice.
