You probably won't get a straight answer. As far as they're concerned,
such things would have nothing to do with your problems, so rather than
just say so, they won't mention it, or maybe even deny it. That seems to
be the standard way to deal with customers.

Probably not, this situation doesn't sound so much like it's a DNS
problem. But, if one of your ISPs DNS servers was playing up, it could
cause you some problems.
