If the problem is in any way related to the quality of the phone line,
you might want to try to force the modem to connect at a lower speed.
As far as I recall at least some modems are supposed to lower the
speed automatically when the connection quality drops, but I'm
not sue if that's the case here. On the other hand, if the quality
goes up and down it might be stupid to assume that one fixed bitrate
will always be the best.
Oh well, you might want to try to force your modem down to, say, 19200
just to see what effect it has. I have no idea what control sequence to
send to the modem to do that, so you'll have to locate your manual. :-o
