And I'll back Sam's suggestion (Hi Sam!).. needle nose usually works, or
tape wrapped pliers. Spray liberally with WD-40 or PB Blast or similar
first. You may find some success from trying to wiggle the base/antenna from
in the fender too, to break the 'seal' it has on the fender.

The other option is make a special tool out of a piece of metal, just grind
the two nipples into it and twist.

But, you can beat the piss out of your car with a hammer, that would work
and since it's not mine, I don't care how it looks. :) Our way is slightly
less abusive to the paint, tho!!

No. Your method will damage the part, mine will not, unless you are
ham-fisted with the pliars.

This was a serious answer to your request for help. I have done it this way
when the needle-nose pliars didn't work, and the chrome ring was not
damaged.

Thank you very much for your very useful constructive comment.

how about I just hit it with a hammer until it moves. Same thing right.

most of the time we get them they're pretty badly seized. I used to have
success with a chisel that fit the slot pretty well, but I'd rather buy the
correct tool.

Use needle nose pliers in the two cutouts and rotate. Should not be
overly tight. Then you can turn it with your hand.
