Depending on the power you would like to harvest , the cross flow may be not be a good solution.
10 feet= 3 meters 1200 cfs= 34 M^3/s may give about 600 KW. Questions: Can you use 100 % of the water volume ?. If not how much ?. Does the stream carry fish ? If yes, what are the limitations for the area ?. A Propeller may be the better turbine for your site.
