Hello,

6 inch penstock is not good for 150 litres second
12 inch is better, only 0.3 meter of head loss with metal penstock

Cross flow turbine seem to be a good choise. Because you can use a draft tube. 
And a 1/3 2/3 arrangement covered you flow efficiently.
