Thanks Eric for your prompt and useful advice, it is much appreciated. I 
work in the (steel) gas pipeline industry so steel penstock would be good, 
although I'm not sure the Planners will like a 12" pipe going down the 
cascade outside our mill - we shall see (all you remote mountainside hydro 
schemers are very lucky !)

6 inch penstock is not good for 150 litres second
12 inch is better, only 0.3 meter of head loss with metal penstock

Cross flow turbine seem to be a good choise. Because you can use a draft 
tube. And a 1/3 2/3 arrangement covered you flow efficiently.
