FYI:  It doesn't work for me, either (on Windows 8.1).  I installed
3.1.06073 and I got the symptoms described by Graham when I first tried
to configure the VPN client (by entering ucbvpn.berkeley.edu and hitting
"Connect").  Then, I uninstalled 06073 and installed 05182 (figuring
that was supposed to be the "currently supported" version).  But I got
the same results, even after doing the "Windows 8 Compatibility Mode"
procedure, both for *vpnui.exe* and also *vpnagent.exe*.

I hadn't installed the VPN client at all on this system before the
recent Windows updates, so I can't say whether there's any correlation
between the updates and the problem, for me.
