I had the same problem and got it working using Graham's solution, plus I also 
restarted the Cisco AnyConnect Secure Mobility Agent service. I didn’t have to 
reinstall

FYI:  It doesn't work for me, either (on Windows 8.1).  I installed 3.1.06073 
and I got the symptoms described by Graham when I first tried to configure the 
VPN client (by entering ucbvpn.berkeley.edu and hitting "Connect").  Then, I 
uninstalled 06073 and installed 05182 (figuring that was supposed to be the 
"currently supported" version).  But I got the same results, even after doing 
the "Windows 8 Compatibility Mode" procedure, both for vpnui.exe and also 
vpnagent.exe.

I hadn't installed the VPN client at all on this system before the recent 
Windows updates, so I can't say whether there's any correlation between the 
updates and the problem, for me.

application completely, then find the vpnui.exe application (probably in

Windows 8. Try the Test Program button, and it should work again.
