I changed my language settings in both Windows and Linux systems, and
that changes this message, but I still get the XML parsing error.
I develop on a Windows system and deploy to a Ubuntu system and often
have trouble with Mifos reading files edited in Windows on the Ubuntu
system, even if I save as an UTF-8 file in Windows before uploading. If
I open the file on Ubuntu, alter and then undo and save, Mifos can then
