Yes, you have to take care to provide a link to source-code or the
source itself of the gcc libraries with runtime-exception you are
using.  It is not enough to point to somebody else, which might
provide the sources.
  Btw this is the cause why mingw-w64 always does binary and
source-package releases of toolchain.
  I admit that not all people are aware of that, but it is the
interpretation of the GPL with runtime-exception, which shared among
most involved people.  I spoke about this with RMS at Prague and he
agreed to this understanding of the GPL runtime-exception license.
I see here much violations even on some software provided as
binary-only packages on Linux. Windows developers aren't they only one
misinterpreting the runtime-license of gcc here.
