See the COPYING* files in the source distribution or the mingw??/licenses
directory in my builds. Granted, those are the raw license texts, but hey,
who am I to clarify legal texts... the one thing I thought I knew was wrong
:-)

Also, can someone clarify that you only need to be able to provider the
source when asked for it vs providing it in some public place, which might
not even be reachable everywhere in the world?

Complete side note: LLVM/Clang and associated libraries don't have these
problems, but need attention for Windows ;-) in order to provide a complete
replacement for GCC's infrastructure.
