You can retrieve the state from
http://www.cs.uu.nl/stats/apache/mstat.txt
The format is
url date comment
where 'date= ' means 'undefined'.
This file is refreshed every 4 hours.
Note that 'mirror.aarnet.edu.au' is excluded because it
only works for 'au' and 'nz'. Are there others ?
