Try a snapshot instead, the newer U-Boot version might work better.
(There have been various hardware revisions of the Pi 4 model B).
You can also try the pftf UEFI firmware mentioned in INSTALL.arm64..

this seems familiar from a machine (pi 400) that didn't work with U-Boot
at the time I tried it..
