The problem with a net card is that then the end-user would have to set up a dhcp server or some how have the card set up correctly. With a modem, its pretty standard. Either have the device's cron try to access the modem to call home (and if a phone line is connected, it will succeed) to set up a ppp link, or just set up the modem to allow you to dial-in and get a login prompt. Then the end-user just has to supply a phone line to the unit and you with a phone number. Doug.
