Configure the same numbered vlan on that machine too and see if you get any responses (i.e. so you are avoiding the switch), and compare what you see in tcpdump on both machines. (Note: I'm using link-local v6 addresses in my example commands to be sure that routing table and configured addresses don't affect the results).
