I've seen this in the bttv driver, if one turns off the comb (notch really, bt848 didn't have a true comb filter) filter like one would do for S-video, but then setup for composite. You can also see it in the cx88 driver if you select the wrong filter, which was something the driver used to do. It would be something in the setup of the video decoder chip, but I don't know what chip that is for the DC30 or how it works. You could also see it in crosstalk between the luma and chroma signal if you have a bad s-video cable.
