I had a problem on my 87 GLi, that was basically the result of the rubber
'protective' boot for the sensor wire (plug w/green wire to OXS), applied just
enough pressure to unplug/loosen itself.  My car would eventually start to run
better as the temp, went up.  Also, this may explain why a power on / power off
might somehow reset it from open loop etc....

Eventually things snowballed and the CAT died giving me 50% power at all times
till I put a new CAT / OXS on the car.

Also, just because a part is new (OXS) does not mean it is good.  Are you using
a genuine 3 wire, or the universal/spliced.  Don't know if it is true, but I
was once told the length of the wire is important for resistance values.

Another common problem I have seen is the OXS wire(s) rubbing along body /
Power steering till it wears through the insulation causing a short.
