It *could* work, but what they describe almost certainly won't. There are some factual errors in the article (like where it says that door openers have 10kwatt radars). Let's keep in mind that there are two frequencies in common use:

10.525 GHz (X-band)
24.150 GHz (K-band)

So you'll need two of these units, set them up to not interfere with each other, and hope the FCC doesn't slap you silly.

A corner reflector with a motor to spin it at a speed proportional to the speed you want the cop to think you're doing is a lot more practical (in a general sense) and would be legal. I've not tried it, but it should "work."
