According to the information I have obtained, the 1990 GTI 16V was sold mainly in Canada and countries outside the USA. The 1990 model year saw the changeover from the 1.8L to 2.0L engine which might account for the lack of 1990 GTI 16Vs due to USA certification of the new engine. There did not seem to very many 1990 GTI 16Vs sold in the USA. I seem to remember that there are very, very, very few confirmed (using VIN) GTI 16Vs of that year in the Registry on my Website. Some people told me (some insisted quite strongly) that their GTI 16V was a 1990 but their VIN indicated it was a 1991. As far as where they were made, AFAIK (without checking my VWoA documents) the GTI 16V was definately assembled at Puebla, Mexico. I am not sure if Wolfsburg, Germany assembled 1990 GTI 16Vs without checking.
