3. radio (heidleberg aktiv system) works all the time (car on, car off, key on, key off), must be shut off manually when car is off
well hate to say it but that is normal. Unless you rewire it, the radio has constant power.
5. car starts with seat belts disconnected from door
That is a common "mod". It is very annoying to have to connect the seat belt to start the car...especially when you no longer have the stock seat belts(like a harness). The wires have just been twisted together somewhere. Either in the door or right after then come through the weather seal.
6. headlights only go on when car is started, parking lights all the time
Again this is normal. The headlights only work when the car is in the "on" postion.
