Larry, I went through this last December. My heater core went and my windshield was fogging up like you would not believe. I called the dealer and gave them my vin # for a 1991 Jetta Gli. They called back and said that it was not covered. I called VWoA and filed a claim so to speak. Your going to get crap from the dealer and maybe VWoA. Work through it, they will replace the heater core for free. The car will eventually have to go to the dealer for a diagnosis that it is indeed the heater core. The dealer will then pass a few papers or make a few calls perhaps with VWoA. You will get a call back saying that they will take care of it free of charge. This was my deal. The dealer wanted me to buy a few items that would not be covered...maybe a new heater box or flaps or something. I told them to take a hike.
It turns out that the dealer replaced my heatercore as someone previously mentioned: the center console removal. I did not inspect it as I was afraid of what I'd see (glue gun?) but I got the car back with the problem fixed, free of charge, and more importantly, without the dealer ripping apart the dash and throwing it all back together. I was much more concerned with the quality of work if and when it came to dash removal and replacement. I hear horror stories of shoddy work. If you have anymore questions, let me know. In short, take the car to a trusted VW dealer for customer service and quality of work. Play the routine they take you through -- denial, grief, and even guilt that they portray on you for bothering with a 13 year old car. Politely call VWoA and mention the issue of Hot Coolant on your feet and things will be taken care of.
