OK.  I think I understand things a little better.  I noticed a
confusing behavior though:

After going through the scheduled cards, I had about 8 cards that were
rated "1", some from the day before and some which I had rated "1"
because they were scheduled and I didn't remember them.  Of course, I
also had bunch of new cards rated "0".  Mnemosyne kept showing me the
1-rated cards over and over again and none of the 0-rated cards.
After going through the 1-rated cards about 10 times each, I finally
gave one of the 1-rated cards a rating of 2, and then all of a sudden
my batch of five new 0-rated cards started showing up intermingled
with the 1-rated cards.

I don't really understand this behavior.
