Is it possible to put this into a separate app/install?

It is technically possible, in at least two ways:

* we already distribute MozStumbler, an entirely separate app that has nothing to do with Fennec.

* it might be possible to ship a side-loading APK that integrates with Fennec.

Neither of these things exposes these features to the wider Fennec community.

I'll speak for myself: I believe that building an open and accessible location service able to compete with the closed, non-accessible services is valuable. To succeed, we need the help of the Fennec community. Neither of the options above have (the first) or are likely to (the second) provide sufficient help for the project to succeed. Thus, we package with Fennec.
