After thinking this over, I don't know what a component is useful for – likely because I follow bugmail for the product (rather than specific components) and heavily use meta bugs. I could go either way.
I had a knee jerk reaction to "first run" without "onboarding" on a philosophical level: I'm afraid thinking of first-run as its own feature makes it easy to forget it's just one part of a larger experience. As an implementation detail, however, first run makes sense so a bugzilla component is plausible. There are some onboarding experience discussions that can encompass both first run and other features, but I suppose most won't make it to Bugzilla. I'm also afraid of future possibilities (e.g. first run isn't only run on first run anymore or the pager becomes a generic onboarding tool). I believe onboarding is a larger and more robust category but make the categories too big and they may not be useful anymore!
