File upload of binary format not working

I have tested other formats and they all work fine.
For some reason I can't upload binary files anymore.
There has been no change to the code for the pages that do the upload.

The upload just hangs and never finishes.

Apache 1.3.14
mod_perl 1.24_01
Apache::ASP 2.07
RH 6.1

Has anyone else had this problem?
