I'd prefer to address it the point where the web server administrator has to
fix the Accept-Encoding HTTP header, if one is incorrectly issued by buggy
web client. Any early stage of the request proccessing is good for that as
long as the following stages do not alter this header. The FixUp is the most
appropriate place for such correction in terms of Apache architecture.
