Why is mod_perl not showing up as an ENV{} element when I print out the ENV{} hash?
It should be there. If it's not, then we need to be able to reproduce it and you need to help us to do that. Therefore you need to file a proper bug report as explained here http://perl.apache.org/bugs/. May be after it'll be repeated 10,000 times on this list people will remember to actually do so ;)
Make sure to include a short test script/handler and the corresponding configuration with which we can reproduce the problem with.
