Maybe because it was the wrong question. CPAN is the Comprehensive Perl ARCHIVE Network. This is somewhat like asking why the package repository of some Linux distribution does not offer development coordination tools. If your concern is a specific module, use Sourceforge. If your concern is having something like Sourceforge for modules, then set it up. Such a thing cannot be done by CPAN nor can such a thing do what CPAN does.
