I seem to have caused version 1.3 to not exist by referencing version
1.4 in the addition of configure_requires (svn r10030). Or at least,
I've managed to make it confusing to check whether we're caught-up with
v1.4 or not in the M::B code.
That is, I'm unclear on what our mechanism is for managing the
versioning of META-spec.pod. Apparently, you're tagging the website
directory immediately after bumping the version number?
